EHF speaks up at UN for protection of sexual and reproductive health and rights

On 19th June, the European Humanist Federation called on UN member states and especially European Member states to comply with their human rights obligations and to secure women’s sexual and reproductive rights in law and practice.

This statement was given at the Human Rights Council 35th session in Geneva, in the framework on the debate on the Vienna Declaration and programme of action on Human Rights (1993).

The EHF raised the case of specific States that continue to deny women’s sexual and reproductive rights, including by severely restricting access to safe and legal abortion. It also mentioned the threats coming from civil society actions or from the state itself aiming at further undermining women’s health.

Over 20 years ago, the Vienna declaration stressed the importance of working towards the elimination of violence and discrimination against women. It stated women’s right to accessible and adequate healthcare, including family planning services.

Despite this, several European states keep on violating women’s basic rights and freedoms by denying their sexual and reproductive rights. In Poland, Ireland or Cyprus, access to safe and legal abortion is still highly restricted while it is still completely banned in Malta.

In other countries, we witnessed increasing attempts to undermine further women’s health, coming either from civil society or the state itself. In Hungary, Romania, Bulgaria and Croatia, public authorities and/or the media have conducted guilt campaigns on women who choose termination. In Italy, more and more women are forced to have unsafe and illegal abortion because of unregulated conscientious objection. Instead of solving this alarming situation, the Italian government decided to make these women pay: up to ten thousand euros for having an illegal abortion.

Forcing a woman to continue with an unwanted pregnancy is pure violence. Forcing a woman to travel abroad or endanger her life with unsafe practice is violence and discrimination.

We ask for this violence to stop. We call on all the states mentioned above to comply with their human rights obligations and secure women’s sexual and reproductive rights in law and practice.

Il y a plus de 20 ans, la Déclaration de Vienne soulignait l’importance de travailler pour l’élimination de la violence et des discriminations à l’encontre des femmes. Plus particulièrement, elle reconnaissait le droit des femmes à un accès sûr et légal à des soins médicaux appropriés, en ce compris des services de planning familial.

Malgré cette déclaration adoptée par 171 pays, plusieurs Etats européens continuent de s’opposer aux libertés et droits des femmes les plus fondamentaux en reniant l’existence de leurs droits sexuels et reproductifs. En Pologne, Irlande ou Chypre, l’accès à un avortement sûr et légal est toujours excessivement restreint, alors qu’il reste complètement interdit à Malte.

D’autres pays ont récemment connu des attaques multiples contre la santé des femmes, qu’elles proviennent de la société civile ou de l’Etat lui-même. En Hongrie, Roumanie, Bulgarie and Croatie, les autorités publiques et/ou les médias n’ont pas hésité à conduire des campagnes de culpabilisation à l’encontre des femmes qui choisissent l’interruption de grossesse. En Italie, de plus en plus de femmes doivent avorter clandestinement à cause d’un recours abusif et non-réguler du personnel médical à l’« objection de conscience ». Au lieu de résoudre cette situation alarmante, le gouvernement italien à décider de faire payer ces femmes en détresse : jusqu’à 10.000 euros pour un avortement clandestin.

Forcer une femme à continuer une grossesse non-désirée est une violence physique et psychologique pure. Forcer une femme à voyager ou à risquer sa vie avec des pratiques dangereuses contribue également aux violences et aux discriminations envers les femmes.

Nous demandons l’arrêt de cette violenceNous appelons les Etats mentionnés ci-dessus de respecter leurs engagements en termes de protection des droits humains et de garantir les droits sexuels et reproductifs des femmes en droitet en pratique.
